It is good institute for MSc trainees. However If you join it for PhD and want good publication in short duration, then do not join this institution. The main reason is slow adminstration, which is frustrating and time consuming. You are not allowed to order anything from own contingency without director permission. I wish if ICMR look into this issue as this issue alone cutting down the research productivity by 20-70%. ordering a single chemical can takes around 2-7 months.
