DigiLocker is located in New Delhi, India on National eGovernance Division, Department of Electronics & Information Technology, Ministry of Communications & IT, 4th Floor, Electronics Niketan, 6, CGO Complex. DigiLocker is rated 3 out of 5 in the category government administration in India. Digital Locker is a project under Digital India, the Indian Government's flagship program aimed at transforming India into a digitally empowered society and knowledge economy. The project's goal is to build a national federated document network for India's 1.3 BN citizens. This will function as an inter-operable public-private ecosystem for paperless governance by digitizing citizen records and enabling usage of these records digitally. Citizens get issued various documents & certificates over their lifetime by diff government agencies (e.g. Passport, PAN Card, Driving License, Voter Card, school & college certificates). All this happens currently in the physical world using paper. DigiLocker is aimed at digitizing these citizen records, issuing them electronically to Indian citizens (via their Aadhaar number) and enabling a digital transaction trail to minimize (or eliminate) paper usage.
